It works best when the behavior is more thoughtless than malicious — someone who keeps texting, a collector following a stale phone number, a neighbor unaware of how their actions are landing. When the behavior is deliberate or when the recipient has not respected past requests, the letter may not stop it on its own, but it creates a dated record that you asked them to stop, which can matter later.

Should I threaten to sue, call the police, or file a complaint?
